  Twice before I posted comments regarding ABUSE OF POWER issues.

Can CSIS get away with this?

Demanding friends and families business and private e-mail addresses.
Demanding friends and families business and private phone numbers.
Demanding friends and families religious affiliation.
Demanding friends and families political.

Then the issue of one of my Un - Wed mothers from China.

CIC demanding PROOF of the biological father.
CIC demanding PROOF of the biological father status in Canada.

Basically asking an UnWed Mother where she got her sperm. No Municipal Provincial or Federal government would dare ask an UN-Wed Canadian women those questions.

Subject: New CBSA Questionnaire and Our Concerns - October 9, 2007
?Brian Beaupre previously flagged his concern with this questionnaire and the lack of information we received on the when, why and how of its use. I think we need your assistance in sorting this out. Frankly, I find the questionnaire very intrusive and not something one would expect to see used often in the largest democracy on the planet. The first question asks the individual to provide his/her involvement in any political party. ?And that is only the first question. And as Brian Beaupre points out, who in their right mind in the Punjab could be expected to answer truthfully? Lying to us of course has its own implications, but why beg for more dishonesty than we already get??
??We can´t even ascertain who is going to come under CBSA scrutiny and hence who will have to complete the form.
Chandigarh is finding that it seems to go hand in hand with religious cases, but the questions imply that the form is be used much more broadly. The second concern is that we have a Minister coming to India who will be meeting with the Chief Minister of Punjab. I think we have to anticipate that this will come up, and in getting visas and the questions we ask about antecedents. It has affected Canada´s (LO)[Liaison Officer] ability to work closely with some police offices in Punjab. This isn´t where we want to be. This week we have received two reps from journalists who believe that we refuse visas to all Sikhs who have previous travel to Pakistan. Not true, but the applicants are wondering what we are after with our various diggings. Some senior military officers are absolutely incensed by our probing. One very senior Defence officer has asked for a meeting with the High Commissioner.?
?I think we need to look at how our American neighbours handle this. Many of the people who seem to be of "concern" to Canada have 10 year multiple entry visas for the USA. Are we perhaps looking much too much backwards and too little forward? What we may wish to investigate on the immigrant front may be of little concern to us for a visit. In many of the cases where a questionnaire is sought, we have little concern that the person will actually do something "bad" during his or her visit to Canada. Clearly there are those who should not be allowed to visit Canada, but they would be known to us and/or our colleagues here at the mission, or easily referenced through a Google. Not to mention that we could refer anyone who gave us the slightest unease.? ?We need to have a much better idea of who should cause us concern in terms of a visit to Canada. And if we must continue to use the questionnaire most recently put forward by need some communication lines. I have not discussed this message with the HOM other DFAIT colleagues here, but we would be dreaming to think this isn´t going them grief. All the more reason for us to know when and why we are doing it. ?At the very least we need to know how to message the "why" of this to our applicants, to our DFAIT colleagues and indeed to our Minister.?
