If one was denied of PR visa, will it pose as a problem if she/he applies for a visitor´s visa?

Technically no, BUT you already showed intentions of immigrating to Canada. It is up to you to convince the Visa Officer that you WILL leave Canada at the end of your visit.
It is up to you to show to the officer that you have enough ties to your home country and you have ZERO intentions of staying in Canada beyond the time authorized.
