received a letter from CIC London to send my passport to them for visa stamping.Now iam working in KSA,is it allowed to send passports by DHL to London?

Yep, just says to London so just send them to London, however they will send them BACK to the address they have on file for you, so where ever that is you need to make sure you can get hold of them.

You have the option of choosing Riyad which is a safer bet.
You might have received a green form to fill and choose Riyad. Go for it. Safe no tensions at all.
It is better you go personally to Riyad with your passport/s and get it stamped at the Canadian Embassy.
You can get the passport stamped with the PR visas in 30 minutes.
