Spousal Sponsorships from within Canada.
When you marry out of your ethnic group (Husband UK Citizen wife Chinese) CIC will assume it is a bogus marriage. Even if you were married before to the same ethnic group (Chinese Canadian) for more then a decade. Even if your a Pastor with plenty of savings!

Time Line
Married in August 2006.
Submitted Spousal Sponsorship to Vegreville, AB October 2006.
CPC Vegreville started working on application in December 2006.
CPC Vegreville could not make a decision and transferred the file to Etobicoke CIC in June of 2007. Six months of working on a spousal sponsorship.
November 20th 2008 spousal sponsorship still not assigned to an officer.
Okay taking bets.
Who wants to bet me that Victor Downs wife Li Hau Han´s file will NOT be assigned to a Etobicoke CIC officer today?
I can hear the records department looking for that file now! LOL LOL
For all those waiting, and waiting, and waiting I like to make some serious noise every so often.
