I intend to apply for immigration to Canada, is applying to Saskatchewan a better option than Ontario? also SINP independent class in Saskatchewan needs a job offer , how to get around this ?

Nope..if you have family memebers ( Bro-sis.nephew..etc..) and you show the fund..then you don´t need any job offer.
