Do I need to send the Police clearance along-with the application for PR? Or, would CIC ask for it at a later point during application processing?

yes. However, if it would take time, indicate in a letter that it will be submitted later.

Everything- supporting documents inclusive should be sent with the application. I suggest even the fee be paid then. There us a document checklist, follow that!

The police certificate should be submitted when Initial Assessment letter is received.
