Is there a way to transfer a in-Canada spousal sponsorship to an out of Canada spousal sponsorship? or do I have to start all over again?
If I have to withdrawal the in canada application, will i get the application fees back?

You can use the RPRF for the new application but the application fee will not be refunded.
