Subject: PR and Visitor Visa
  Dear Experts,
I will appreciate if any body can help me. I have received a request for stamping for my PR application from Buffalo. I am currently out of the US and the letter states than I need to provide a mailing address in the US or Canada or bring the passport in person.
I can save lot of money by flying directly to BC,Canada, mail the passport to Buffalo and do the landing process at a nearby border. Instead of going to New York / Buffalo / BC (no direct flight to Buffalo from my current location).

My worry is: Will the local Canadian embassy grant a me a visitor visa with my already proven intent to immigrate ? I know US laws forbid granting a visitor visa with intent to immigrate. How about Canada´s ?

I am looking for advice as I don´t want to screw things up.

Should not be an issue, especially if you show them the letter that the PR visa will be issued and explain to them why you need to go to Canada.

Thanks Ray, I couldn´t imagine it being an issue but thought, I should ask because immigration laws are sometimes complex and one better ask. Thanks a bunch.

You should keep in mind that as you require a visa to travel to Canada, when you send your passport for stamping to Buffalo , you will not be able to leave the country until you get the passport back. Also, you should make copies of the relevant pages in case you need them while you dont have a passport.

Not a hope.

I can´t see the Canadian Embassy issuing a visitor visa. He/she is not a permanent resident yet. Under the law he has to prove that he will return to his home country after his visit and so far there is no intent to do so. How can he prove that if he get´s rejected at the POE as an immigrant (let´s say insuficient funds or something)that he will leave Canada?

I think you are going to have to either fly to the US or request a file transfer. Your chances on going to Canada as a visitor are very slim to none.

I will have to disagree Bill. I have a PR application logged and since then, I have had visitor visa issued to me twice. First was a single trip, second was for multiple entries.

Of course every visa post and visa officer is different, and one cant say for sure if the visa will be granted. But one cant say either that it wont.

Sure you can visit Canada while you are applying for a PR, what I am saying is that he is trying to enter the country to get his passport stamped. When an officer asks how long are you staying in Canada, what is he going to say? I may stay for xxxx months or the rest of my life.
Under a visitor´s visa? Not a hope....

I will technically be leaving the US by going to the border and complete the landing. Also, there is no reason to suppose that I do not intend to leave since I have a US visa. Worst case if I get denied entry as you said I will go to Detroit and do the stamping and come back. What gives ?

Just found out that Dual Visa is perfectly acceptable.

Well, as you said, try and see what happens. If they say no, you have the alternate method.
