In what way? This is a very vague question.

Do you mean will people stop immigrating to Canada?

Do you mean will the job market be affected?

Do you mean will CIC change rulings?

I highly doubt that immigration will slow down. The recession is global, not American.

The job market is certainly affected. But, as always, it depends on what your profession is. If you are an auto worker, now is not the time to consider immigrating. If you work in energy or other specialties, you might be in luck.

Immigration is far too big and far reaching to be affected by short term downturns in the economy. CIC could never move so quickly, nor should they.

If you have a specific question that someone here might be able to help you with, please clarify.
