Changing employers, is it truly possible?

Subject: Changing employers, is it truly possible?

For someone that is on foreign work permit (w-1) that is valid for another 2 years and a valid TRV for the same period, if he gets with another employer and the employer processes another LMO for him, does it mean he can just go outside Canada with the new LMO and apply for another work permit at the border and get the new work permit immediately to start the new job or it takes time like the Vegreville procedure.

Please, help me clarify this.
