Subject: British Citizen marrying a Non-resident Canadian
  Hello There,

I am a Canadian citizen living in Toronto marrying a British Citizen currently living in the UK in March of this year, in Canada. We will also register our marriage here in Toronto, Canada. In April however (1 month later), I will permanently be moving to Dubai for work and will be living there. My status will change to a non-resident Canadian.

Since it does not make sense for my fiance to be moving to Canada, she will directly move from the UK to Dubai.

My question is, can I apply for my wife´s Canadian PR status, if I am not a resident Canadian? Of course, neither of us would be living in Canada.

The reason for us doing this is, some time down the road, when we decide to move back to Canada from Dubai, she would not have to wait the 12-month (or so) time to get her PR status. We could move back to Canada, and both of us could start working right away.

Any advice on this matter would be greatly appreciated!

Best regards,
RK

As a Canadian citizen, yes you can apply while you are outside of the country, however you need to show that you will be establishing residence in Canada once the visa is granted.

The Visa which is issued for PR will expire 1 year after the medical is completed, therefore you would have to apply for PR only when you are ready to move back to Canada.

My husband and I got married in Sept. 16, 2011. He has his PR and has been in Canada for 4 years. How difficult is it for him to apply and receive Canadian citizenship? Also, we will more than likely go back to the UK in 2 years, can I get dual citizenship so that I can work there as well?

wow, why does he want citizenship if he has no intent on living here?

He has to sponsor you to get your residency. That will take at least a year. If you are living in Canada with him- it will take longer.

He has to fulfill his residency requirements of 3 years for citizenship and then apply.
