Subject: need help .....
  Dear senior members

As I had completed my 15 years of education in 2002 in india

10 school +2 college + 3(bachelor degree in computer application) = 15 Years

I have 6 years of work experience and from the past 1 year I was working with IT company and
they had given me computer engineer designation and I collected my experience letter as a computer engineer as well

Can I mention in my form as a computer engineer with 3 years bachelor degree, will it works with CHC.

Need ur comments.

Probably you had completed BCA.

How can you claim that you have completed engineering studies ?

will your degree certificate will support it? NO

You can show that you are BCA with work experience as "Computer Engineer"

While applying and showing the NOC code your job duties must match with whatever mention against the code.

Your job title may vary but job duties/description is more important.

http://www.immigrationexpertise.com/2008/12/fast-track-occupations-list.html

Have a look at the list, Neither I nor CIC sees any hope for Computer engineers to migrate. The resently announced Fast track occupation list does not contain your designation. But look at the sub categories under each of the 38 occupations, you might fall in any of them. but the term manager would surely create a problem.

SDA, are you sure that the job title may vary but the duties would be conted the most? can you bring me a source of your statement under the new 38 Fast track system that has just been announced?

Dear Jnathan,

Read the follo. this is the general guideline may be applicable to all.

Taken from :
http://www.cic.gc.ca/english/resources/manuals/bulletins/ob089.asp

VI. Assessing the application against the Ministerial Instructions
As noted above, only applications which meet the Ministerial Instructions will be placed into processing. This means that an extra step will have to be taken upon receipt of the application by the visa office to determine whether or not the application can be processed. Federal Skilled Workers are eligible for processing under at least one of three categories:

Occupations on the NOC list
To be eligible for processing, Federal Skilled Worker applications must have work experience under the NOC codes. Work experience is defined as one year of continuous full-time (or equivalent) paid work experience in the last 10 years. To determine whether the applicant has the requisite work experience, the main duties listed in the application form will be assessed to ensure that the applicant has performed the actions described in the lead statement for the occupation, as set out in the occupational descriptions of the NOC, and that they have performed a substantial number of the main duties of the occupation, as set out in the occupational descriptions of the NOC. The educational background of the applicant may also be a factor.

I hope this will be helpful.

SDA
