Subject: Sponsorship of Family from Philippines
  My wife sponsored her mom (primary) and 2 of her sisters (18 yrs old and 24 years old) to come to Canada. The 24 year old is still a full time student so she is still a dependent. When we started the application 4.5 year ago the 24 year old was pregnant with the first baby so we had to resubmit the application. 7 months ago, she gave birth to her second baby. The problem is that the baby has a heart condition. They already finished all their medicals and the doctor ´s diagnosis was CONGENITAL ANOMALY - AORTO PULMONARY ARTERY ABNORMALITIES, PULMONARY VALVE ATRESIA. To make the long story short, a month ago we received a letter from Immigration saying that her health condition might reasonably be expected to require services, the cost of which would likely exceed the average Canadian per capita costs over 5 years. The applicant is therefore inadmissible under section 38(1)(c) of the Immigration and Refugee Protection Act. Before they make their final decision, they are asking us for additional information relating to this medical condition diagnosis. We may also submit any information addressing the issue of excessive demand.

We are wondering what to include in the reply or if these scenarios are possible.

1. We will remove the 24 year old and her 2 children from the application (thus only sponsoring my mother in law and sister in law, who is 18 yrs old). Question: will this require another 3 to 4 years since it is a new application?

2. We will remove only the sick baby from the application and leave her with my wife´s aunt in the Philippines (is this possible)

3. We will mention that we will burden all the medication costs (don´t know how much) and once they get here hope to get help from medical foundations.
