Out of Canada PR Application

Subject: Out of Canada PR Application
  I am Canadian. Spent 11 years in Japan and came back to Canada May 10, 2008 to get a new job. I got legally married to a Japanese lady in 2000 and we have 2 kids now. She stayed behind in Japan to have our second daughter and to get the kids Canadian Citizenship Certificate Applications in process. Both kids also got 1 year Canadian Passports. My wife got all needed documents for the PR application and then she came to Canada on Dec 23, 2008. We filled out the Outside Canada PR application together here in Canada because it seemed to make sense to do it together and thus make no mistakes. My question is, since she was technically here in Canada when she filled out the forms and she signed the documents on Jan 31 2009, will the application be refused because she wasn´t outside Canada?
Give me your thoughts. I am feeling queazy thinking about this slight technicality that might screw up our application process.

Oh, I also have a question about income requirements. Do I need to have a certain level of income if I am sponsoring my wife? Remember that I have 2 kids too. They are already canadians though so not part of the PR application.

Thanks for the answer to the money question.
Anyone know if the fact that my wife filled out the form while she is visiting me in Canada might have any effect on the application process??

I applied for PR for myself my husband and two daughters in early February 2009(I actually posted it off on January 27, 2009). How long should it take before i get a response that they have at least received my draft. i think the whole process is now supposed to take 6-12 months .
