i will have master degree on July ,is it ok to write in the application that i have master degree now that i will be able to send them the needed documents when i get the master degree

No you cannot claim to have Master´s when you don´t. Once you have completed your degree you can update your file.

if i apply now then i will not have the 67 points,the problem that i had my IELTS on March,28th,2008 .
are you sure that i can apply now and then update my file with the new certificates???.

On CIC website its mentioned that at the time of application the applicant should have 67 points. As far as I know (based on friends´ expreriences) this is not strictly enforced and usually they consider all the points accumulated till the date of initial assessment. So, you can actually update your file later on. However, if they complete IA before you complete your Master´s then your file will be rejected.

It´s your call.

Processing starts as soon as you are assigned a file number. IA for Buffalo under old rules was taking around 10-14 months excluding certain exceptions. Under new rules, I have no idea but should still take some months (3-6 at Buffalo).
