Subject: Land inland or at the Canada/US border?
  Good day,

My wife just got her PR papers and she is ready to land in Canada.
She is currently in Canada with me.
We would like to drive to the Canada/US border to finish up the process. She is from Latvia originaly and does not have a US Visa.

Will she be able to land at the border or she must have a visa.

Thanks,

You cross the border, on the US side they will issue entry denied, come back and land.

Tell them what you are doing when you approach the US. Tell them you are not seeking entry into the US and that you are looking to land in Canada. They will give you a piece of paper that says you are flagpoling and you will need to give this to the IO when you arrive in Canada.

My husband and I did this a month ago.

Thank you guys,

My wife did that process today.
We came by car and told the US boarder officer we were doing "flag poll procedure", It was pretty straight forward from there. They tell you what to do and where to go. Took us no longer than 30 minutes.
