my GUESS is that you are going to have to come to Canada without her and then sponsor her. Otherwise people would do what you are suggesting as a way to get someone into the country without any screening.

other option is to advise CIC when you send your passport to be stamped. they could stall the PR until they qualify your partner. Long shot that they would do this.

If you get married before your visa is stamped, you have to inform CIC about the change in marital status before you get your passport stamped with your PR visa. If you don´t inform them, when you go to cross the border they may deem you inadmissable. Not to mention if you don´t inform them that your married and then you try to sponsor you wife later you may have problems. I´ve heard of a case where someone had a lot of trouble sponsoring their spouse after they landed in Canada because their spouse was not included with or mentioned on their original PR application.

If you inform the consulate handling your permanent residence application about a change in marital status before they stamp your passport with the PR visa, they will most likely ask if you are planning on having your wife accompany you to Canada. If you do plan on bringing her with you, they will add her to your permanent residence application (you will be the primary applicant) and she will be required to submit the required documents & appropriate fees. This will cause a delay in you getting permanent residence, but it will allow your wife to come with you.
