Subject: Police certificate from Canada for non-residents
  I am an Indian citizen living in singapore.
During the process of my canadian immigration application, i have been requested to submit police clearance certificates form all countries where i have resided for more than 6 months.

I lived in (toronto) canada for more than 6 months and thus need a police clearance certificate from there.

Could someone let me know: how do i obtain a canadian police clearance certificate while living in singapore?

Nope..you don´t need to submit Canadian one..

Google International Fingerprinting Service they changed the name and I suggest you contact them directly.
