Subject: DO or DO NOT apply police certificate in advance
  Hi guys:
I received my AOR last Otc. and I assume I will receive my IA this May. I know it will take at least 2 moths to process my police certificate in Canada, so it is time to do it right now.
I am wondering if I can apply my police certificate before receiving my IA? I found the description on BUFFALO website "DO NOT request a police certificate from Hong Kong, the United States or Canada until you are instructed to do so by a visa office." (http://www.dfait-maeci.gc.ca/can-am/menu-en.asp?act=v&mid=5&cat=68&did=398) If I do, will it slow down my process?
However, I heard some people said "Yes, You can do that. and it will save you 2-3 months".
I am so confused. Who have already applied police certificate before IA is sent out?

Timeline:
APP: August, 2004
AOR: Otc, 2004

It really depends the way you are immigrating to Canada. Are you being sponsored by your spouse, or by other family relative, or did you apply as skilled worker or just want to move to Canada.
Spouse sponsorship is processed the fastest and lots of applicants send FBI and state clearance report when they first apply. Even if clerance report expires (its valid 6 months) they sometimes do not require an updated one.
If you are not being sponsored by your spouse, then just wait until they request from you.
If you think that they might request from you in next 2-3 months order it now so you have it on hand and you can mail them right away.

Thanks, Mary. I applied as skilled worker and I am currently in Canada. As you said, I can apply police certificate this March (Assuming I will receive my IA this May) from RCMP?
If CIC does not ask me to apply my police certificate but I do it, will this slow down my case?

It should not slow down the process if you apply for it but they did not request it yet.
It good to have it on hand. They will request from you sooner or later, get it and you will be one step ahead.
