hi guys.. i want to apply a re entry visa in buffalo... want to know the fee must be made payable to___who__________? rgrdng/mel

Re-entry visa? There is no such a thing. Unless you are a PR and don´t have a PR card, then you will need a visa to return home.
If your visa is expired, cancelled etc, you will have to apply for a new visa, start the process again. Look at the fees in the Canadian Embassy in charge of your region.
They will let you where and how to pay the correct fees.
