Subject: processing city
I hear everyone talking about different cities and their processing times, but is that something you choose or CIC? Or is that just depending on where the person comes from?

It´s all depend on where do you legally live.
Basically, if you citizenship is different from where you live right now, it considers if you legally live in that place for one year, then applied to the this location or your citizenship location.
For example, if somebody??s citizenship is India or China, however, he had work permit or study permit for more than a year. He/she has choice to apply back to his home country or Bufflao.

In my case, i have two choices:
1. I can have my paperwork processed in Buffalo Visa office as i have been legally granted to stay in Canada for 12 months.
2. I can have my paperwork processed in Beijing China as i am from China.

I chosed the first way to do.

Yep, I have exactly same situation as yours, since my entire post-secondary background and working experience and reference letters are from Canada, also because of significant shorter period in Buffalo than Hong Kong or Beijing, still pick up Buffalo.

I have suggestion to everyone, once you have option to select cities. The factors you should consider will be how long is their processing time of each other and how easy for visa office to process information according to your background.

I would look into the option of aplying in Seattle, Buffalo has so many application that It takes a long time to process them.
