I live in Canada and she is from US and we want to get married and live together here in Canada. Would it be legal for her to marry me as a visitor? And after we do, will she have to go back to US to finish some paperwork or get visa or anything? Or she can just apply for permanent resident card right after we marry?

Yes, it is legal for her to be here as a visitor and marry you. However you will want to check if there are any documents such as birth certificate, marriage search which will be required for them to issue a marriage license.
She can submit her PR application after you marry. She does not need to be in the US to do this. Depending on how you apply ~ inland vs outland application, will determine how long the process may be. She will need to gather documents such as police checks, fingerprints and medicals to submit her PR application.

Thank you it seems like immigration to Canada is much easier than to US. We are actually going to try to marry and live in US first, but we are not sure if we will meet the income requirement. But it´s good to know that if the US immigration doesn´t work, we can just live in Canada instead. Thanks again

There is no income requirement for spousal applications.

1) find yourself a job offer and apply for a work permit
2) apply as a skilled worker www.cic.gc.ca
3) fall in love - for real. otherwise it is illegal
