can anyone tell me more about quebec, cost of living, schools, government for a family of 4 memebers. And if I got a PR in quebec can I afterwards moved to other regions like Toronto, Vancouver....

If you know French then Quebec can be a very good option. Though the term best is nothing solid. Upto you. But in terms of living cost, Quebec is cheaper than Vancouver or even Toronto.
Once you get the PR you are free to settle anywhere.

First of all by Quebec I am assuming you are considering Montreal. What type of work are you seeking ? To be professionally successful you may need to be bilingual french/english. At least most the big shots I know are. Even though you can work with only only english (if you stay in west Montreal).
I found Quebec to be cheaper for transportation (cheaper car insurance) and public transportation as they have only one major transit company covering most of Montreal, compared to several with different passes (Mississauga to Toronto for exple).
They say housing is cheaper, but I really think it depends of the neighborhood you pick.
Other than that I think cost of living is similar.
