| Subject: Can I apply from Buffalo? |

I am a CA PR, and I want to sponsor my wife, who is in US for about 11 months under H-4 visa. She have valid US visa and work permit for few more months.
She will travel with me to Canada, and I will apply to Sponsor her PR. I belive she has to be residing in US for atleast 12 months to qualify to apply from Buffalo.
But once I apply, the sponsorship will take atleast 1 month to approve right?. So can I put "Buffalo" as the processing office in application? I am calculating as follows:
By the time Sponsorship is approved, She will have stayed 11 months in US + 1 month in Canada = 12 months.
The other option is to apply from New Delhi, but she will most likely be in US/Canada during the application process.
Please advise..
