I am a canaian born Filipino and hoping to sponsor my mom who lives in the Philippines. i did not hit the required annual income for year 2009 sponsorship, i only made about $22600 plus, its at least 3k short. am i still elegible to sponsor my mom?

No. If you do not meet the LICO, don´t even bother to submit an application, just a waste of time. There is no exception. Remember, you have to meet the LICO from date of application to the time when the application is assessed. I knew someone who barely made it (by $36.00)at time of application. Few years later (because parent-type applications take a long time), officer requested updated financial statement, and he got refused because he was off by about $300. The reason is because LICO increases every year but his pay stays about the same!

does your Mom have other children or family in the Phillipines? if not, there might be a chance on humanitariam grounds but it is a long shot and a lengthy one at that.
a lawyer can´t do anything beyond make sure you filled in the forms correctly

i used to live there but then immigration told me i no longer can stay there since i was already 18. i had no choice but to fly back here in canada. she does live by herself. i´m an only child too.
