I just have a quick question. I would like to sponsor my brother to come here. He is 21 years old but he is a full time student , not married , lives with my parents . On immigration website it says as long as he is over 18 , he cant be sponsored .. what if he is over 18 and has been full time student...

In edmonton , ab . I have checked the AB PNP , but looks like my brother is not qualified under that stream either. He dosnt really speak english .

No, you can´t sponsor him at this point in time.
He needs to learn to speak english first and then he could come to Canada as a student and start from there.
