One doesn´t need a study permit to study in a Canadian University?
I want to apply for PR but in the meantime I also want to attend university in Canada. How can I do it?

Then why don´t u apply study permit before applying PR.
This is two thing which will not influnce each other.
If I were you , i will apply PR first, because Canadian universities charge different price for PR and international students, PR pay usually 2--3 times less than international student
