AM A AMERICAN BEEN LIVING IN CANADA FOR OVER 6 YEARS , CANADA WANTS A PASSPORT OR TRAVEL DOCUMENT SO THEY CAN FINALIZE MY PR HERE IN CANADA I CANT GET A PASSPORT FROM U.S.A BECAUSE OF CALIFORNIA CAN ANYONE HELP ME WHERE TO GET A TRAVEL DOCUMENT THANKS

You can´t get a US passport "because of California?" what do you mean? It doesn´t make any sense.
All you have to is go to the US embassy, fill the application and they will send you the passport by mail.
It is pretty simple.

CALIFORNIA child services is holding my passport and there being a pain in the arse ex/wife went on welfare now i have to pay some audit they dont answer my letters or questions over the phone so canada immigration wants a passport or travel document i dont know where to being to get one any help or advice would be great

it´s federal law apparently:

Federal law requires that a noncustodial parent who has arrears (past-due) child support in excess of $2,500 shall not be issued a passport, except for direct return to the United States. In California, you must pay the arrears/past due child support in full to get your passport released. Contact your local child support agency to make arrangements to pay off your child support arrears and to have your passport released.

You never pay back welfare for ex wives
The only federal law is in regards to child support.
(CALIFORNIA child services ) you say it your self.
It could be welfare extra due to non support I do not know the terms or child support
Either way you are not going to get it without paying up and probably by then your time limit will be gone for sending in the passport.
You are in a pickle.
