CALIFORNIA child services is holding my passport and there being a pain in the arse ex/wife went on welfare now i have to pay some audit they dont answer my letters or questions over the phone so canada immigration wants a passport or travel document ,ive been in canada for 7 years now ,i dont know where to being to get one any help or advice would be great

my birth certifcate ,and i got a 30 day visa back in 09/2002
