Subject: special licence to work in Canada...
  Some jobs in Canada require that you have a special licence before you can begin work, I have Masters in Arts & MBA in HR & 8 years of experience as Executive training. Do i need a licence? If yes what course i have to do it? I am presently applying for SPHR.

Nope. Arts and MBA´s are not regulated professions in Canada.

Are there any Human resources courses which will help me get job when i do my landing? Im doing SPHR from USA will that help?

Education is the biggest Industry of Canada. You have to get Canadian education + some Canadian exp before even you enter in your past field.
HR experince will help you only getting your first job in Canada as gas bar attendant, cornor store clerk or may be if you are lucky you´ll drive cab!!!

It would be better if you could do another Master´s degree (1-2 years) or at the very least a graduate certificate (usually 8 months) course from a Canadian institution.

Without any North American education or experience, you´ll find it very difficult to find a job in your field.
