Subject: If you were responsible for assessing PR ...
  If you were responsible assessing a Sponsorship/PR application how would you decide?

1. A Russian citizen studying in the USA on a F1 visa finds a Canadian man online and falls in love. Over the next 1.5 years they communicate regularlily and enjoy about 8 weeks in person with other in the USA. Note: she has lived in the USA for six years first on a religious visa then as a student.

2. A deep reccession occurs in the USA resulting in recommendation from her prof to pursue graduate studies in Canada beccause he can no longer promise sufficient funding after her undergraduate degree so she may not be able to do her Masters degree in USA.

3. Up to this point Canadian boyfriend planned to us TN status to work in the USA and live with Russian GF while she completed her Masters Degree. Boyfriend would likely not find work in current recession.

4. Suddenly, because of the recession, plans change. Girlfriend applies and is approved for a Temporary Resident Visa in Canada. She uses this time to meet several profs in Ontario and Quebec including a close friend of her current prof who teaches at U. Montreal.

BUT, she does not mention on her Visa application that she is also meeting Canadian boyfriend (Oops?).

5. Russian girlfriend returns to the USA to complete the last year of her undergraduate degree.

Obviously, the follwing are the future steps to this plan.

6. Russian girlfriend applies to several universities in Canada. She is admitted to the university of choice in montreal and gets a scholarship to cover her tuition. Boyfriend saves sufficient money for her living expenses. Boyfriend deposits this money in girlfriend´s USA bank account.

7. Girlfriend manages to get a student permit and arrives in Canada. Boyfriend and girlfriend live together for a year and then get marriend. Having got married they begin the PR/Sponsorship process.

Is this a workable and acceptable plan??

We didn´t meet in Canada. We met on YouTube. We both play the violin and we were both enjoying a video of a performance of an exceptional professional violinist. Communication progressed from there since we were both were commenting on the video.

If I am the immigration officer, I´ll give this case rejection...seems to be fabricated..and full of lies..

From what you have written, you should not have much problem in getting immigration once you´re married.

You do not have to tell immigration officer that you are visiting your boyfriend, as you can just say your purpose of visit is tourism. So, there is no "oops" there.

Getting study permit may become difficult, if you are asked for last 3-6 months bank statements.

Thanks Samm. Good heads up on the bank statements. I think I can find a solution to that problem.

Bruce can not be a man! Or can it be? It is a homo type of relationship, it won´t become an issue with CIC. But that plan looks superb... Just execute it. And good luck.

HA! HA! Bruce IS a man. Russian girlfriend IS a woman. Bruce is certain unless of course Russian girlfriend found herself an amazing doctor who sucessfully modified her ´bits´. ... but at what ´costs´?? :) :)
