My husband (soon to be) and I have been together for 7 years and have 2 children together. We used to live in the USA. I came to Canada as a PR 2 years ago. He stayed in the USA (for a year)and was able to get a green card. He lives in Canada with us (as a US green card holder he has no problems crossing the border and staying here) but I would like to sponsor him so he can become a PR in Canada. Does anyone know if I can sponsor him? And if yes, would I apply for him within Canada or from the USA?

Yes, you can sponsor him once you get married. You can sponsor him only after moving to Canada as you are a PR and not a citizen of Canada. Go to www.cic.gc.ca and look for spousal sponsorship.
You mentioned that you have been together with your boyfriend for over 7 years and have 2 children together. Have you people combined your personal and financial affairs (joint bank accounts, house lease, beneficiary on each others insurance policies, met families, etc.)? If you meet these conditions then you could try sponsoring him as your common-law partner. However, if you were already in a common-law relationship when you applied for your immigration and did not declare it then you can get into trouble. In this case, you´ll have to be very careful when sponsoring your bf as your common-law partner or husband after marriage.

Just adding an important reminder.
He needs to decide whether he´ll settle in the US or Canada. US immigration doesn´t allow the GC holders to keep residency in another country, unless he commutes to the US everyday (Like Detroit/Windsor). I don´ think that Canada has that problem, but US has.
