Subject: A bit confused after reading through these forums
  We are trying to get my wife (an American) Canadian residency at the moment, and we are currently waiting on the background checks (state/FBI). It´s been weeks now and still no word. She has only lives in one country and has no criminal record, etc. So we are a little concerned as to what the hold-up is regarding that.

But reading through the background check posts on these forums I´ve noticed that a lot of people have submitted their paperwork without including the background check. Is this the norm, or what?

We´ve had the paperwork ready for 2 months now sitting her twiddling our thumbs because it says in the form that to be included are the background checks. We´ve already had the medical exam done, and this is the last piece of information we are waiting on. Any suggestions on what we should do?

You can send police clearance at a later date. After the CIC already assigned a file number and even did its IA (initial Assessment). You have to let them know in the COVER LETTER to application that the police clearance is on its way and will be submitted soon. Remember, background checks MUST be within last 6 months, so if you include them at the beginning and your file comes to review AFTER 6 months, they can ask you get clearance again! Takes another 2 months to do that. So I would say file it now (everything except police clearance and mediacl) and write a nice civer letter indicating that. As soon as you know a file number for your application (they will let ya know this), you can send police clearance and tell them to put it in your file. Or after initial review, they will ask you to send the police clearance AND medical.

FBI usually takes about 8-9 weeks to be processed. Often the State clearances come back faster than the FBI one.

I would suggest you continue to wait until you get back at least the FBI certificate before submitting the application.
