For NOC 0213 Bachelors Degree is a Must?

Subject: For NOC 0213 Bachelors Degree is a Must?
  I am living in a oil rich Gulf state since 1996 and have some confusion regarding NOC 0213 and its educational requirements therefore, i am afraid to apply for immigration under skilled immgration(federal) class. Please check my details and let me know whether i qualify or not?

IELTS Score: 7
Age:27
Experience: (More then 7 years experience in computer networking field)

1. Jun 2001 - Sep 2001
Job Title: Network Technician (I guess this comes under NOC # 2281)

2. Jan 2002 - Jun 2004
Job Tilte: Network Engineer (I guess this comes under NOC # 2147)
(Did more then ten huge computer networking projects in oil, government, ISP and private sectors)

3. Jun 2004 - Jun 2008
Job Title: Computer Network Projects Manager (I believe this can come under NOC # 0213, please correct me if i am wrong)
(Completed over seven huge networking projects for banking and private sectors)

4. Jul 2008 - Present
Job Title: Network Manager (I believe this can come under NOC # 0213, please correct me if i am wrong)
(Completed four projects)

My Education(Total 14 years which includes 2 years diploma in IT)
IT Certifications: UNIX, Sun Solaris, CCNA, CCNP, CCDA, CCDP and Cisco Certified Internetwork Expert(CCIE). Will my IT cerfication will be counted towards more educational years? Please note that there are only 864 CCIE experts in Canada which clearly shows a shortage in this field. For more details check the link below:

Spouse Education: 14 Years
Relatives in Canada: Many
Proof of funds: 90k CAD$

My friend has an IT company in Toronto and he is willing to offer me job as well and can give me a job offer letter(not sure whether he will get the approval from HRDC or not).Even though i might not get points from this will this be a plus point in my application?

According to the above mentioned Bio Data my points are like this:

ENGLISH : 16
AGE : 10
WORK EXPERIENCE : 21
MY EDUCATION : 20
SPOUSE EDUCATION : 03
RELATIVES IN CANADA: 05

Total Points : 75


However, i read on HRDC website that "for NOC 0213 A bachelor´s or master´s degree in computer science,
business administration, commerce or engineering is usually required". Check the below link for more details:

Please let me know whether my points assumption is correct or not? Or will i be rejected because i don´t have bachelors degree?

Normally what is the rejection criteria for an application?

Why did you not read the next paragraph.

Several years of experience in systems analysis, data administration, software engineering, network design or computer programming, including supervisory experience, are required.

Have your friend get you arranged employment letter based on your credentials.

Dear Roy,

I have 7 years of network design experience and 5 years network team management/supervisory experience.

My friend is offering me job based on my experience and Cisco certifications.

Thanks Roy, i will check that with my friend. Suppose if i don´t get that job offer letter from my friend and just apply based on other points do you see a good chance based on my points?

Am i calculating my points correctly?

Do you think so they can reject because i don´t have bachelors degree?
