Respected sir.
Subject “Which one is best for me reopen old application or send new application”

Sir
I applied in 2000 on computer diploma and B.A base , after eight months Canada visa officer send me family Tree form, I field and send back to visa office in 2001 after that visa officer required IELTS but I did not have IELTS.
After 2001 I continued my education and completed my MSC in 2004 and Master in 2007 with computer related job manager level.
Now I have Master degree in computer science and 8 year experience in computer field and my I am interested to move Canada because of unsuitable situation of Pakistan.
Sir I think if I open my old case I can save process fee and time .

Which one is best for me reopen old application or send new application, please give me idea

You´ll have to reapply again. I don´t think they would have kept your file open for this long.

they don´t dust off closed files to let you try again. If you did not send in requested information back in 2001, your file is long closed.

With all that training and I am assuming you are actually working in your country... please continue working and living in your country and don´t worry about Canada; most places here are shuttered and people are trying to move to your country for IT jobs! Is it sunny there most of the year?

Which option is best wheather to open a closed file or send a new application. (in reply to: “Which one is best for me reopen old application o)
Respected Sir,

I am an Indian National, had applied for canada PR in 2004 later on in 2008 I have got letter from Canada immigration to update the changes in file / personnel details at that time I had given all the updated detail with addition on family members as well but did not paid the fees for My wife ( Graduate) and my daughter so they assesed my file & taken decesion to that I am not qualifing for the Canada PR as my points are less than the cut off point especially your wife graduation points can make you eligible for the PR but since you intended not accompany them during your first entry her points can not be added to you application.
Now sir, I would like to shift to CANADA on immigration so which is the best option either to open the closed file or apply new application.
Please note that My current residence is State of Qatar and I am working with one of the major Oil & Gas company since 2008 here.

You cannot re-open a closed file. You must apply again under the new regulations. good luck.
