Subject: Need for change
  Interesting, according to "The Monitor", in the first half of 2004, 3,895 immigrants from the US arrived in Canada. Compared to the 2,749 in 2003, that represents a 42% increase. Furthermore, according to the document, the increase came from the skilled worker class and spouses in the family class.

It´s very likely that a high percent of those applications were handled in Buffalo. Given this increase in the demand for the service, what is CIC doing to accomodate that demand? Do they have enough staff and procedures to streamline the application process?

If 3 cases were to serve as performance measure, then the answer would be "they are doing ´nothing´" to accomodate the demand. For instance, I know at least three cases in which Buffalo has requested additional police certificates, despite the fact that applicants had already submitted that requirement. Usually, it takes about 2 months to acquire such certificates, which implies both costs in terms of money and time.

Why do they ask certificates at the beginning of the process and then ask for them again at the end? Why not specify in the application forms that the applicant should ask for police certificates only when they request them at the end of the process? or to advise on requesting them every 6 months to avoid delays?

I do not know what can be done to help CIC look less naive. Unfortunately, most of us in this forum won´t have a chance to change the system due to our inability to participate in the political system. It is up to Canadian citizens... However, the number of Canadians sponsoring is so small, and a high percentage of the ones participating are not willinng to do anything. I guess the system will keep like this.

Unfortunately, I did not visit this forum before applying. Things would have been much different. Perhaps I would not have applied and perhaps today I would not be feeling disapointed or frustated, without the possibility of planning the next 6-12 months of our family.

does anyone know what the application quota is for the US? Buffalo is reportedly one of the best staffed embassies in the system.

From what I am hearing in a variety of newspaper articles and inferences from news reports is that the spousal sponsorship program is in desperate need of change. They adjusted the law in 2002 and it is really disruptive to people like yourself. You should be able to wait inside the country.

Unfortunately, Judy Sgro was championing that issue and got her head chopped off for helping a spouse remain in the country while her application was completing. (she happening to be an exotic dancer).

Immigration Canada is conducting public consulation in the spring. I think we as forum users, and in particular - people like you should prepare some recommendations. Either you can submit it, or one of us Canucks can do it on your behalf. We have an opportunity... lets use it.

The recommendations will not likely see rule changes in time to affect your current situation but hopefully it would help the next applicants.

Hey Osbournes,

Keep in mind that number (3,895) includes the numerous childred and wifes of those Skilled immigrants who were approved. So divide that number by 3 or 4, and you will get the actual number of applicants.
