  OTTAWA -- With Canada´s youth battling near record jobless rates, some foreign students are apparently subverting a federal program that allows them to study and work in this country, by skipping the studying part of the equation in favour of taking jobs.


A veteran Canadian immigration official in South Korea has blown the whistle on the scheme, alerting his superiors in Ottawa to reports that a majority of prospective Korean students destined for private language schools in Canada do not actually attend a single course.


Instead, they use the work permits they get as part of the deal to land jobs, Martin Mundel says in a memo obtained by Vancouver lawyer Richard Kurland under Access to Information legislation.


Mundel, an immigration counsellor and program manager at the Canadian Embassy in Seoul, said work permits allow them to compete for and take jobs sought by Canadians and use that work experience to enhance their prospect of obtaining permanent residency.


"The tuition fees paid in the private language schools effectively become the cost of purchasing a work permit, the value of which has recently increased given the prospect of obtaining work despite the global economic downturn and being able to apply for PR (permanent resident) status on the basis of the work experience," Mundel wrote.


Young Canadians between the ages of 15 and 24 have been among the hardest hit by the recession. Statistics Canada says the average unemployment rate for the summer was 19.2 per cent, the second highest rate since comparable data was available in 1977.


Citizenship and Immigration Canada, alerted to the problem by Mundel in his May memo, told Canwest News Service in an e-mail it takes such allegations of fraud seriously and that the government is "looking closely at this issue with a view to taking action against abuse."


But it said education institutions in Canada are not required to report student absences to the government, meaning it relies on intelligence to learn of cases of abuse. The government will take such information into consideration when new study and work permit applications are submitted, it said.


Mundel said the popularity of the scheme is reflected in the significant jump in demand for internship and co-op placement in Canadian schools from less than 10 per cent of Korean university and college students in 2007 to more than 40 per cent in the first four months of 2009.


Despite the abuse, Mundel said his office remains supportive of the government´s efforts to promote Canada as a destination for Korean students, who in turn wind up pumping more than $1 billion into the economy here each year.


"The value to Canada of Korean students is in excess of $1 billion per year, approximately equal to the value to Korea of their automotive sales to Canada," he wrote.


Students from South Korea - a total of 13,9442 - accounted for the largest number of foreigners studying in Canada last year. China was second with 13,668, according to government figures.


In 2008, the government issued a total of 9,902 work permits to students from a range of countries under the education-and-work program.

Dollar numbers rule; Koreans may try to find jobs but there are none around here. However, their presence here implies monies to the private schools. In the long run, Canada benefits more than Korea. I would say stop raising your stupid voice and keep the program in tact.

Miss Sharon,

In the first place as a potential immigrant I am really curious what hell you are doing in this site- this site is for immigrants or potential immigrants and the people who want to help them - I dont think this is a site for Canadians who have nothing to do, and socialize or satisfy their Canadian arragont ego !!! There are many great Canadians who have a life and busy with their own life and do not share the opinions of that media...

The information in that media does not really show the reality and I find the message they want to give -us -a bit disgusting-a good sign of creating hatred among citizens like... hey people, Canadian are losing their jobs, but those Koreans or overseas students are stealing our jobs, lets stop them, hate them ..and kick their ass...kinda...)

1. In fact Koreans are at the top of the list of overseas students especially ESL schools in this country, most have them can come to Canada without a visa (for 6 months)and attend an ESL schools- the government only looks at the number of students with a legal student visa- therefore, Koreans are at the top of the list .... Stop cutting and pasting from those newspapers learn the facts.... Pick up your phone and call at least 10 ESL schools in Toronto and Vancouver and see the top number of ESL students... Chinese or Korean...?
2. Majority of Korean students bring money from their own country and contribute to the Canadian economy..Without them the economy in Toronto and Vancouver would suck...
3. Not only Korean students but also the country itself gives jobs to almost 3.500 Canadian ESL teachers ( who in fact have no proper teaching qualifications) but make great money in Korea... (That is the money such people can never make in Canada- ..)
4. And do not worry about those Koreans even if they work here they will be doing shitty jobs (McDonalds, Subway, kitchen work etc. that Canadian hesitate to do so ...and also because of people like you they will never get good jobs in this country, so no worries..
5. In summary without those Korean students, and their country, it would be Canada who would suffer not South Korea...so please show respect....and no worries about young Canadians here if they want they can find better jobs than Koreans here, even if they have no jobs no worries some of them are busy with breaking into cars and make a living...If somehow you own a car and if it has ever been broken into. ask the police, whether it was a Korean idiot or a Canadian idiot ...
6. Instead of posting articles here, and creating hidden hatred/dislike or negative attitudes toward those overseas students, write a THANK YOU LETTER to all the overseas students and immigrants for never stealing, and doing all the shitty jobs in Canada, like filling your tank, or cleaning your car etc...and for their contribution to the Canadian economy...

I am here because at one time someone helped me. Now I help others in return. Got a problem with that? You should thank your lucky stars that a few of us Canadian folks choose to stick around help out - otherwise all you would be doing is sharing your ignorance around.

People often complain about why CIC is so tough with their applications. why this, why that. Well, the posted article today points to one of the reasons. I don´t really care how much money someone brings with them - all I care is that they come to this country honestly. So should you. Otherwise you will continually get bumped to the bottom of the pile.

The article is about certain individuals misrepresenting their true intentions as students. Did you forget 9/11 and those students? How about the student from country _____ who broke into a house and took one of his own ethnic group and accidentally killed her while not even attending school like these so called students?

Either your a dumb ass or a racist who can not read. Sharon helps thousands here with giving quality advice to potential immigrants like you whether your Korean or _____________.

Your point John is ridiculous the issue is some students whether they be from Korea or ___________ are not students, DAH....

Why are you trying to defend those temporary resident applicants from Korea that are not attending school and hurt all new applicants for student Visas from Korea????

Anyone with little brain can easily get the message of that article, if you do not get it well that is your problem Mr. arragont ...

If anyone says here that Korean or overseas students are abusing the system and if I am a Korean or an international student I would feel offended ..You cannot understand that of course and I never expect such a thing from a guy who is making his life out of immigration...

I really do not think that you really care about Canada or people in this country, you are only interested in those people who come or want to come to this country without using your service...Business right ??

In summary Mr. Roy you can never understand how those international students feel when they see such an article here...I still think that there is hidden discrimination, racism, and an attempt to create hatred against some people in this country... Anyways, do you know the number of Canadian schools -including ESL schools who abuse international students? For example, do you know that China is not letting Chinese students who want to take ESL classes in Canada? ..What is the reason for that ? Did you talk to ESL schools whether they have Korean or Chinese students most at their schools? and what is the reason for that?

Why should you feel offended? Is Korea the only country with no law breakers? Like others pointed out these are not students they are Law Breakers.

Schools have been ripping off foreign students for far too long I agree on that point with you. Feel better I agree with something?

Roy, I did not note what the feed was for the article. Interesting that they isolated the Korean students. In Vancouver it is more the Chinese students with the reputation for abusing their visas.

Media types call Immigration representatives all the time for comments on stories or looking for stories when they have nothing to write about.

September 24th 2009 I´ll have yet another story of how a KOREAN Church went to bat for a Chinese lady from an adjoining province to North Korea "Deacon to be deported" The services are conducted in Korean.

I won her PRRA Pre Removal Risk Assessment now search how rare that is. I and others cared because she is a SUPER NICE PERSON not because she can speak Korean.
