I had applied for Canadian PR In sept. 2008 & now recd. a letter from CIC for Medicals & Right of Landing Fee.
They have written that my application is expected to complete without
Interview & I have already done medicals & paid ROL Fee.
My question is I moved from PA to CA so will changing my address change my consultate too? or any effect on my application.
(I applied with Buffalo,NY Consultate)
Give me best advice.

best advice possible is to relax.
The answer is no it will not change.
You should however update them of your new address so you do not miss anything by not being available to pick it up.
