Subject: how should I answer this question from CIC ?
  Hi

I applied to PR under the provincial nominnee program in Ontario. I was an international student in Canada with a scholarship from my country of origin. When I graduated, I received an offer of job in Ontario and I decided to accept it. Everything was going well in the application process for PR, they already requested me to pay the right of permanent residence ( and I did) and I already sent the criminal checks from my country, again based on their requestment. However, I just received a letter from CIC asking the following:

Information in the immigration records indicate that you were on scholarship from your country and that you were to return to your country to work after completing your studies. Do you have any outstanding obligations to your sponsorship or the your goverment? If so, what are they? How do you intend to fulfill them? If you have no outstanding obligations, please provide confirmation in writing from your sponsorship.

The issue is the following: My obligation to my sponsorship is a ´moral´ olbigation and not a ´legal´ obligation. That is, my sponsorship cannot start a legal action against me because this scholarships are just that, scholarships, that is, I do not need to pay them back. This is writen on the laws that regulates the activities of my sponsor. Also, I did not sign any document with the sponsor that forces me to pay in return the scholarship. The sponsor will only provide a letter if I return to mexico and prove them that I have been doing professional activities in mexico. To fulfill this moral obligation, I have been offering my services to institutions in the public and private sector in mexico from Canada. However, I just started to do that.

So, How can I tell CIC that I only have a moral obligation (not legal) and I do not intent to go back to work to mexico? How much in trouble am I?

Any help or comments will be appreciated...

Well that there means you better obtain paid counsel.
You can not provide what they want
"If you have no outstanding obligations, please provide confirmation in writing from your sponsorship"

You will not get anywhere.

Do you have any conformation in writing from the school (or sponsor) in Mexico saying so?
What kind of document / terms and conditions do you have with your sponsor? I know you said "moral" but is there any piece of paper that can support your statements. If there isn´t, just say so if there is then you will need to work that out with your sponsor.

Lo importante es probar que lo que tu dices no va en contra de la ley. CIC puede contactar to sponsor e investigar cuales son los terminos del contrato.
