Does anyone know how to contact CIC if you are in the US? I tried to call the toll number 1888-242-2100 but it does not work. Has anyone solved this problem?
Anyway, I recently paid the Right of Landing Fee for my parents which I´m sponsoring. But I got a letter from CIC saying that I need to resbumit my whole application because my mom is the principal applicant instead of my dad. I know that my dad is the principal applicant and my mom is just dependent on him.

Yeah Right you know!
How do you know?
Only way to know is have the original forms and see who was checked off as Principal and who on the schedule one was listed as dependent.
Then show that to CIC!
