  If a Canadian Citizen has an 18 moths old baby outside of Canada (Africa) and wants the child to become a Canadian Citizen. What will the requirements be? We´ve already obtained a full birth certificate that has the identification of both parents from the Department of Home Affairs. If possible can you explained the processes to me step by step. Thank you!

Can a person´s citizenship application be declined due to their HIV status and if so are there any alternatives?

Your baby was born a Canadian citizen.
You will need to go to the nearest Canadian consulate in Africe (or wherever you are) and apply for a birth certificate of citizen born abroad (stating this Canadian who was born of a Canadian citizen parent was born somewhere other than Canada). Once you have this your child is registered as a Citizen (right now the child is a citizen no matter if you have this paperwork or not.)

What you will need for this application is the birth certificate of your child, yours and you partners proof of citizenship and possibly a fee. *(check with the consulate first you may need a form etc...)

You then can apply from within Canada for all the regular things like a passport etc...

Since your child IS A CANADIAN ALREADY (in bold so someone does not think I am talking about visitors or something else) HIV cannot hinder the process.
Your child has a right to enter Canada and stay within Canada freely.

Of course expect some questions at the border to verify, since the child was born outside of Canada.
This will not mean that you will not be allowed to enter, they will probably want to verify just in case.
