Subject: Fiancee
  I am a Canadian Citizen and my fiancee is a Romanian citizen. His visa was denied and we have no idea why. We have tried many different avenues to try and find out the answer, but have never received a satisfactory reply. We had all the paper work, criminal background checks, plane tickets, etc. He currently is a professional volleyball coach in the Faroe Island (under Danish authority). We feel we have nowhere left to turn. We feel that we have been discriminated upon for some unknown reason. Is there anyone out there that might be able to offer some suggestions, tips, or advice. Frustration is beginning to take over and our thinking processes are becoming frayed. Please, if anyone out there can help, I would so appreciate it.

did u apply for a spousal sponsership... otherwise it may be tough...

If yes, for a spousal sponsership, then you have to give enough evidence that this is a genuine relationship and not just for the sake of immigration to Canada.

Provide CIC with the letters you wrote to each others, telephone bills of your communications, e-mails or anything that shows that since you for engagedyou have been in touch...

I am not sure how the fiance thing works for spousal sponsorship... but if you get married then your case will be more stronger... Just dont give any clues to CIC that the marriage is for immigration sake only...

I don´t believe that fiancee sponsorship is an avenue to use. You have to prove conjugal relationship or common law(living together). We have all kinds of phone bills, letters, etc., but not sure if this would help. But I thank you for your reply.

my situation is similar. they will not give my fiance a visa to visit because they do not think he will go home in the end. No such thing as fiance sponsorship in Canada.

If you are not currently living together for 1 year, you really only have 2 options. He can apply to come as a skilled worker (that is what we did because of processing times in Paris) or you can go to his home country and marry him - and either sponsor him from there or come back to Canada alone and process your sponsorship from here.

You are not getting picked on. It is just a very back policy that is in desperate need of changing.

Well since CIC is so big on family ties; I really don´t understand the issue of rejecting visit visa for spouse? Well other thing is that you can sign a bond? Do they have such a thing in Canada? I know U.S. allows some cases on that. In case a person you sponsor does not travel back on or before a date you loose your bond money.

I looked into bond and there did not appear to be any opportunity. as for family ties... they are 2 faced. yes, they talk about family ties and want to encourage them, but at the same time they are faced with a court system that makes it nearly impossible to deport someone once they get there little feet on Canadian soil. Canada has been deporting a people smuggler for 13 year and a gazillion dollars later. They do not want to spend their time and money chasing illegals. if you were married and living with someone in Canada and CIC said sorry... would you leave the country quietly? Did not think so. Neither would I. So what is a government to do but force people to wait it out on the wrong side of the border.

another interesting tidbit I learned from my MP. Embassy officials who issue visitors visas have their job performance assessed by their track record in issuing visas. If people default and not return home at the end of the visa period, that information goes on the embassy staffs employment record. They are accountable for their decision. I guess this is Canada´s way to counteract the urge to be bribed, begged, or take the easy route and issue a visa. Down side to that is if there is the slightest concern that the applicant is not coming back home... forget it.
