I will obtain a skilled worker visa for a civil engineer from Quebec but what if i wanted to move on?!!!
will be able to work? and when i pay tax outside Quebec? will i obtain citizenship?

- NO, what makes you think that paying taxes in another province will give you a citizenship status?

Why did you apply for Quebec immigration if you had no intent to stay there? To beat the system? Sorry, but that´s what it sounds like--you aren´t even there yet, and you´re already wanting to "move on".
Quebec, "separate nation" as they may be, is still a province of Canada. Therefore you are allowed free movement throughout the country--how do you think it runs?
I think if I ran immigration in Quebec I would make it mandatory to stay, just to prevent immigration fraud or people trying to jump the queue. Getting really tired of these kinds of questions.

I have no intension of moving just a question that hit my mind OK. what if u live in Ontario and got a job in Alberta what will u do?

- You sign the job offer and then you either drive or take a plane to go to Alberta. It´s that simple. As a PR you have the right work anywhere in the country.
HOWEVER... under some Provincial Nominee Programs you have to reside in the province for a minimum of XXXX amount of years.
Under the skill worker program, you are free to work anywhere in the country. Permanent resident status at the end is granted by the federal governement not the provincial government. Although they like to think they do.
One of the requirements for citizenship is to reside in Canada for a minimum of 1095 days, it doesn´t say to reside in XXXXX province.

To all Guru´s,
I´ve question for you, if someone became PR through family class and before PR got CSQ (Quebec Selection Certificate) and moved to other province. Is it okay, he or she can apply for Citizenship not being living in QC? Any comments or advise will be highly appreciated.

if you want to live in Canada, please google Canada and learn the difference between a country and a province and perhaps even include some research on jurisdictional powers. Also read the CIC website and pay attention to what it says as well as what it does not say.
Please learn a little bit about the country you wish to come to rather than just thinking about how much money you can make when you arrive.
it really is annoying and I am not very patient today.
