(in reply to: Working) You need a genuine job offer from a Canadian employer and Labour Market Opinion(employer´s job to apply).
You may apply for the WP at port of entry of Canada, once you get the job confirmation with your positive Labour Market Opinion.

When you say US PR, you need to confirm if you are a citizen or a GC holder.
If citizen, what the previous poster said may be true, but if latter, you may want to verify more rules.

(in reply to: Working) No anonymous, he cannot apply for a WP at the port of entry.
Unless is under a NAFTA agreement. Trying to apply for a WP at the port of entry holding in your hand an LMO is a good way to get refused of entry.
Once you have your LMO then apply for a work visa at your local Canadian Embassy and then when you show up at the port of entry with your WORK VISA, CBSA will issue a work permit.

(in reply to: Working) DocD,Regulation 198(2)(ii)refers US PR is allowed to apply on entry. Yes there is exceptions, NAFTA Trader or investors have to apply to local visa office.
