Subject: US visitor visa from Canada
  - I´ve just read over a forum for immigration that a permanent resident (PR) of Canada can apply for a US visitor visa only after spending at least one year in Canada.

This was posted by an applicant who applied for a US visitor visa after three months of becoming PR. His visa was denied and the reason of rejection, as per the posting, was that he had to stay for one year.

Is there such a requirement?

The requirement I know is to show evidences of strong ties to Canada, regardless for how long you have been residing.

The question is a bit confusing. Just to be clear, holding Canadian PR status is not relevant in qualifing for a U.S. Visitor Visa. A Vistor Visa is necessary if the person holds a passport from a country not in the U.S. visa waiver program. If a visa is necessary, the applicant should apply at a U.S. embassy or consulate that has jurisdiction over his area of permanent residence for this visa.

I think you´re question is really whether a Canadian PR with one year residence in Canada can apply for a U.S. Visitor Visa at a U.S. embassy or consulate in Canada. I beleive the answer to that is yes.
