Hi Dear
I just got the letter from them that you didn´t get sufficient points, but they never said anywhere in the letter that you can Appeal your case or not
I applied under Skilled Worker category, I never did French course as a second language thats why it happened... otherwise I got good points in experience & academic field.
1). Can any body tell me that APPEAL my case by appealing them to give some time to submit them French certificate? or do I need to submit a fresh application before expiring my EILTS language certificate?
2). Another question is if I will apply freshly my previous fee is returnable or not????
3). 3rd question how much time I need to APPEAL them and what is the procedure for appeal.
For your information at this time they just send me the refusal letter they never send me my full application back to me...
I will be highly thankful to you providing full detail as early as you can... Thank you so much in advance

Fees are nonrefundable. No appeal. Just apply again once you reach the sufficient number of points but you have to pay new fees and gather the same documents again.

Dear Sajid,
You can always apply for an application to leave for a judicial review of your FSW application pursuant to section 72 of the Immigration and Refugee Protection Act, S.C. 2001, c. 27 (IRPA) with the Federal Court of Canada challenging the visa officer´s decision.

seems its fair rejection. you were given time frame and you failed to submit the requirements.
