Yes you can call, but it will not accomplish anything.
Being a sponsor means that if he requires assistance from the Government you have to pay back. It was very clear in the form that you signed on your own freewill and accord.
Don´t forget that.
You can try to call CBSA and say a whole bunch of things but at the end of the day, divorce or separation is not a crime in this country and unless that you can REALLY REALLY prove that was a MOC (marriage of convenience) the chances of getting his PR revoked are very slim.
The statement "He left me as soon as he became a PR" means NOTHING in a court of law.
You are in the hook for the next three years whether you like it or not. I don´t know if what he did was right or wrong, I am not here to judge but what you want to do is pretty much a waste of time.
A PR can be revoked under mainly two things:
1- A CBSA writes a 44 (a) or (b) report based on misrepresentation. ---Which doesn´t apply in this case by the way.
2- The PR holder committed a serious crime then a procedure can start to revoke the foreing national´s PR and even that one is hard.
And that is pretty much it.

PR process is 2 years, probably he got his PR after 2 years, you was sleeping till 2years and just awaken now? Thats Radical, Please leave him in peace and think on yourself. Do what ever you want but I am sure by calling immigration etc, you will creat problems for yourself not for him.

And btw, how "convenient" that he waited til precisely when he received his PR status, and chose to leave!? Hmmm, something smells afoul. It doesn´t take an idiot to figure it out.
Unfortunately for sara, this is a lesson learned too late...were there not any signs? Or was hubby playing nice, knowing full well how precarious his situation was? (Moron!) Sorry luv, but hopefully YOU will find peace and your sorry excuse for a husband will get his just desserts!

while it is a bummer, life goes on and it´s a mistake to learn from. My wife is american and I am canadian. and we are fine in our own countries for now. Some day we´ll think about making that different.
Fact is that there are two to blame for this and that was the choise made. You will just have to live with it and look at why you were with him so you don´t make the same mistake. now is a chance to grow, you might actualy find someone you truly love and that loves you. fishing out of country is dangerous and with the exception of my wife I have never even concidered anyone from another country for that same reason.
J is a once in a life time woman, I hope you meet that kind of man.
