Subject: CEC or FSW + other questions.
  Hi,

I lived in Canada for 7 years, out of which 5 years i was attending as a full time student for a bachelors of science.
Now, for the last 2 years i´ve been working for a large Canadian company on a post graduate work permit.
My current occupation is listed in NOC and matches the required workers.

I am currently on a post graduate work permit that expires in next year. I have signed a job offer 2 years ago with no termination date.

1. If i want to immigrate to Canada should I apply for FSW or CEC? I´m eligible for both. Where do i have better chances? Maybe faster processing times?
2. I do not believe that my offer was submitted for labour market opinion with HRSDC. How does this affect my application? Does it still count as Arranged Employment?
3. How long are the processing times for FSW and CEC if i apply through Buffalo?
4. Should i be applying to Buffalo?
5. Do i need to do IELTS? I´ve studied in English speaking university for 5 years, worked in entirely English environment. Would uni diploma suffice?

6. I´ve obtained a police clearance from the country of my origin with verified translation. Since then about a year has passed, i have not re-entered my country, do i need to obtain new clearance certificate?

Thank you for your help,
CD.
