Subject: Need IELTS if have PhD from US?
  Hello!

Many thanks in advance for answering my question!

I am a Russian citizen, applying in the FSW category, received an approval from Sydney and am gathering a completed package for the Canadian embassy in Moscow at the moment. I have MA and PhD degrees from a US university and publications in peer-reviewed journals (in English). Do I still need to take the IELTS or this requirement can be waived based on my educational credentials? Thanks again!

Okay, I really didn´t want to spend $300-400 on the test, so I searched a bit more :). This is what I found in the Moscow office instructions (see below; hope it´ll be helpful to others in a similar situation). I guess I can just submit the diplomas, the TESOL certificate, the job contracts (I teach online courses in English), explain everything in a cover letter, and it should do the trick ... :). Wish me luck! :)

8. PROOF OF LANGUAGE PROFICIENCY

Refer to instructions in the “Language Assessment Information” section of our
Web site at www.cic.gc.ca/skilled. If you are claiming proficiency at any level in
English and/or French, submit one of the following:
• Test results from an approved language-testing organization: We strongly
recommend that you submit test results if you are claiming proficiency in a
language that is not your native language. You must provide the original test
result forms. Photocopies are not acceptable. Language test results must not be
older than one year when you submit your application for permanent residence.
or
• You must provide other evidence in writing:
• Your written submission detailing your training in, and use of, English and/or
French;
• Official documentation of education in English or French;
• Official documentation of work experience in English or French.
• Other applicable documentation.
Proof of language proficiency is required for your application to be
considered complete, otherwise it will be returned to you. If your native
language is English or French, you still need to provide a letter attesting to
this fact.

Hi Nadia,

you forgot to mention one more thing, the immigration officer may award you any points based on your submission.

IELTS gives you a piece of mind that you gonna get the points earned. Without the test you need to supply enough evidence so that you get awarded a high mark.

Hi Nadia,

I have the similar situation as yours. I also have received an approval from sydney and now is going to be processed to USA. I had graduated BA in US and had worked 3 years in US previously and had recently received ESL certificate in Canada. I wonder if IELTS is still mandatory in my case?

Hi Insa,

You may get better advice from the immigration experts on this site, as I only rely on the country-specific information quoted above plus some comments I read on other forums, when people with sufficient school/work experience in the US were approved without having submitted the IELTS results.

As for me, I decided not to take the test. In your case, I believe that anybody certified as an ESL teacher (I assume this is what your certificate is about) should have good command of English :). This is my personal opinion - I can´t decide for immigration officials :).

question is - can you live with 12 points for language instead of 16? If no - take the test. If yes- take your chances with a full documentation of why and how you are proficient in english.

My friend (single) also with PhD managed without IELTS. In worst cases they may ask you for interview or to produce the test.

Can I ask a question!
A PhD from US, don´t you have better chances in EU or US itself? Any reason for preferences on Canada?

Thanks! You asked a great question! I believe I can, so they will be getting my diplomas, job contracts, etc. :).

Oh:
To move to the US (and I would certainly love to do that having lived there for 9 years), I have to have a full-time position (I´m looking for one at the moment). Unfortunately, they don´t have open immigration (and I can´t qualify as a refugee :)). EU is a possibility, but I´d rather be in an English-speaking environment. I believe you have to respect the country where you live, thus know its language, and I really don´t want to learn any other languages... Even with lots of language training that I´ve had, learning now, for instance, Finnish, is beyond what I can handle :). Canada accepts professional immigration AND gives priority to its residents when hiring, so if I see a job I want somewhere in Toronto or Vancouver, I´d have a harder time getting it (if at all!) in my current, non-resident status. So, in a way it´s like a back-up plan as I´m currently on the job market and am looking basically everywhere in the world (with certain limitations, of course). Besides, I visited Canada twice and let me tell you - as a Russian, I love watching hockey (not football!) on TV when eating out :).
