Hi
I have a long-term plan to move to Canada - I am an Irish citizen (Republic of Ireland) and my partner is British, we are both PhD educated and I am an engineer (which I´m told counts as a skilled worker?). I have heard from several different people who have worked in Canada that it is difficult to get jobs as non-Canadians.
Is this the case? Are there job restrictions that favor Canadians over foreign workers - if so, does this commonly cause issues for people seeking to immigrate into Canada?
We both have sufficient funds, have basic French, etc so we hit most of the criteria for immigration

No one on this earth can tell you whether you are going to find a job or not. It all depends on your field, the demand for your skills, and the province or region you live in. In some fields, there is a high demand for certain skills and you can find a job easier than other fields. From my own experience, Canadians "love" their own credentials. However, some firms prefer American credentials if they are in fields that Canadians lack such as certain medical specialties and computer technologies otherwise your credentials do not count very much.
I recommend you check first to see if there is demand for your area in Canada. If you are not sure, you can take the risk of trying...go through the immigration process and land in Canada and see how things will go. Be prepared for many bad things like looking for jobs for months depleting your savings, sending your resume to hundrends of employers without receiving any response (even rejection...very intimdating!), and being forced to work "anything" to survive if you cannot go back.
The best kind of immigrants are those who land with job in their hands. Since you a PhD, you might think about a postdoc position in research or something close..otherwise you might consider staying home "in dignity"! and stay away from all the pains, sufferings, and crying.

I´m aware of the jobs available in my field - my question was whether there were specific job restrictions where a Canadian would be given preference (by law) for jobs, before considering a foreign worker. I´d heard this but couldn´t find official information. Thanks anyway.

As a permanent resident PR, you have the same right as canadians. The restriction are against non-PR or non-citizen.
